Philippines proposes 10,000 Bitcoin national reserve

The Philippines has proposed the creation of a 10,000 Bitcoin national reserve, according to a legislative bill introduced in Congress in August 2025. The initiative, called the “Strategic Bitcoin Reserve Act,” was presented by Representative Miguel Luis Villafuerte of Camarines Sur.
The bill requires the Bangko Sentral ng Pilipinas (BSP) to purchase 2,000 Bitcoin annually for five years, building a total reserve of 10,000 BTC valued at more than $1.1 billion at current prices.
The digital assets would be stored for a minimum of 20 years, with no possibility of being sold, traded, or used, except in the case of repaying the national debt.
After the 20-year holding period, the government would be allowed to sell a maximum of 10% of the reserve within a two-year timeframe. The proposed rules treat Bitcoin as a strategic reserve asset, similar to gold.
The legislative proposal has drawn international attention, positioning the Philippines among the countries exploring the integration of cryptocurrencies into official reserves.
